The local justice system in Lincoln County was a soggy mess — literally. Every passing rain shower was penetrating the outdated roof over the Lincoln County Jail and adjoining Justice Court Annex, a flat bitumen-and-gravel system that had passed its 20-year service life. The Lincoln County Board of Supervisors had a nasty problem on their hands, and as the contracted county engineer, it fell to Dungan Engineering to dry things up. The ensuing design was a modified bitumen system — no more gravel — with a slope added to prevent pooling, installed with a 20-year warranty. The project was part of larger effort that saw numerous smaller maintenance projects countywide carried out with funding from a bond issue, estimated and compiled with an assist from Dungan’s number-crunchers.
